7:23 God blesses those who do not fall away because of me: The blessing is for those who are able to put aside their personal agendas and preconceived ideas about the Messiah and accept Jesus’ path of suffering.
At the time when the events in this section happened, John the Baptizer was in prison (3:20). He sent two of his disciples to Jesus to ask Jesus whether he was the Messiah. He referred to the Messiah as “the coming one” whom he and the people were expecting. Jesus’ answer implied that he was the Messiah.
After John’s messengers had left, Jesus talked about what a great man John was. But he also implied that the coming kingdom would be greater. It would be so great that people who would experience it and its benefits would have even greater privileges and blessings than John had. Finally, Jesus showed that the Jewish religious leaders rejected the plan of God, since they rejected both John and Jesus.
It is good to translate this section before you decide on a heading for it. Some other possible headings for this section are:
Jesus responds to the messengers of John the Baptizer and speaks about John to the crowd
Jesus speaks to the people about John the Baptizer
Jesus teaches about John the Baptizer

Blessed is the one: The Greek wordμακαριος. that the BSB translates as Blessed describes a person who is in a good situation. In the Bible, the good situation results from God showing favor/kindness to the person. See the note on 6:20b. See also bless, Meaning 3, in the Glossary.
Here are some other suggestions for how to translate the words Blessed is the one:
Joyful/Desirable is the situation of the person
How good it is for anyone
The person is favored/fortunate
This word does not primarily refer to a feeling. However, a person in this good situation will frequently have good feelings such as happiness and joy. Do not use a word that only refers to material prosperity or physical health.
In the Greek text, the word Blessed is emphasized. It is the first word in the sentence. Consider how to show this emphasis in a natural way in your language.
the one: The Greek expression that the BSB translates as the one is literally “whoever.” It refers to anyone who does not fall away because of Jesus. In this context it applies especially to John, but it also applies to anyone else who “does not fall away.” So it may be best to use a more general phrase such as:
the person/one
people/those
who does not fall away on account of Me: The Greek verb that the BSB translates as fall away has the literal meaning “stumble/fall.” It also has the figurative meaning “to be offended by, to reject, or to stop trusting (someone).” Jesus implied that many people were offended by him because they expected a different type of Messiah. Because of this, they doubted that he was really the Messiah.
Other ways that English versions translate this include:
those who have no doubts about me (GNT)
Those who do not stumble in their faith because of me (NCV)
he who does not find me an obstacle to faith (REB)

Here Jesus speaks as if he were a lump or rock that people could stumble on. He means that some people will reject and desert him because of what he does and because of what will happen to him. However, those who do not reject or desert him will be blessed. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [does not desert me because of what I do] or [does not run away from me]
