The phrase sent and inquired expresses a single idea. The word inquired tells for what purpose David sent someone. If it would be more natural in your language, you could express this meaning in a different way. Alternate translation: [And David sent to inquire]

The messenger is using the question form to give information to David. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation.
