Jotham is concluding the long hypothetical statement he began in 9:16. He is repeating the if part of it for clarity, since he has said many other things after first stating that part. If it would be helpful in your language, you could explicitly state the implied “then” before that part of the statement. If you have been translating verses 16–19 as a series of shorter sentences, you could make this verse a sentence of its own and indicate that Jotham is introducing his conclusion here. Alternate translation: [So to conclude, if you have acted in truth and in integrity with Jerubbaal and with his house this day, then rejoice in Abimelek, and may he also rejoice in you]
