Zebul is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: “You no longer seem as confident as when you said, ‘Who is Abimelek, that we should serve him?’”

If you translated the similar expression in 9:28 as a statement or an exclamation, you could do the same thing here. Alternate translation: “We should not serve Abimelek!”

In the statement he made in 9:28, which Zebul is quoting here, Gaal was using the pronoun we to refer to himself and his listeners, so use the inclusive form of that word if your language marks that distinction. If you translate this statement as an indirect quotation, the word “you” that is equivalent to we should be plural.
