Here the pronoun He refers to Yahweh and him refers to Jacob (Israel). It may be helpful to clarify this for your readers. Alternate translation: [Yahweh found Jacob] or [Yahweh found Israel]

These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. Hebrew poetry was based on this kind of repetition, and you may want to show this to your readers by connecting the phrases with a word other than and in order to show that the second phrase is repeating the first one, not saying something additional. See the discussion on parallelism in the introduction to this chapter. Alternate translation: [He found him in a wilderness land which was a barren, howling desert]

The expressions surrounded him and gave mind to him mean similar things. The author is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [He carefully protected him]

The point of this comparison is that just as a person protects the little man of his eye (that is the pupil, or the apple of the eye) carefully, so Yahweh watched over his people carefully.
