Moses is speaking to nations that he knows cannot hear him. He is doing this to communicate to the people listening to him that he feels very strongly about God’s justice and vindication of his people. If it would be helpful in your language, you could translate these words as if he were speaking directly to the people about the nations. Alternate translation: [Let the nations rejoice]

Some ancient manuscripts read Nations, make his people rejoice. The ULT follows that reading. Here Moses is speaking of Yahweh atoning for or purifying his land and people as if he will physically cover them. This image refers to removing the defilement of sin and bloodshed.
