Moses is using the past tense to describe something that is going to happen in the future in order to show that the event will certainly happen. While the perspective of the entire song is from a future singer, in the time frame of Deuteronomy 32 the song here shifts from looking back at the Israelites’ ancestors to looking to the future at their descendants (in verses 13–21). If it would be clearer in your language, you could use the future tense in verses 13–21. Alternate translation: [He will cause him to ride on heights of the land]

Here Moses is speaking of giving Israel control of the strategic, elevated parts of the land as if he were physically causing him to ride on heights of the land. This is an image for giving them victory and security. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [He gave him control of the high places of the land] or [He made him victorious over the land’s strongholds]

Here Moses is speaking as if Yahweh were physically nourishing them with honey from the crag or rocky cliff and oil from the flinty stone. This image describes miraculous abundance in a land so fertile that it provides these valuable foods even in the most unlikely places. Alternate translation: [with honey even from the rocky places, and olive oil even from the stony ground]
