OET (OET-LV) If/because he_will_judge YHWH people_of_his and_on servants_of_his he_will_have_compassion if/because he_will_see if/because_that it_has_been_used_up hand and_there_not is_one_who_is_shut_up and_one_who_is_freed.
OET (OET-RV) Yes, Yahweh vindicates his people,
⇔
≈ and has compassion on his servants,
⇔
because he’ll see that their power is gone,
⇔
and no one remains, either free or enslaved.

כִּֽי־יָדִ֤ין יְהוָה֙ עַמּ֔וֹ וְעַל־עֲבָדָ֖יו יִתְנֶחָ֑ם כִּ֤י יִרְאֶה֙ כִּי־אָ֣זְלַת יָ֔ד וְאֶ֖פֶס עָצ֥וּר וְעָזֽוּב

If it would be more natural in your language, you may want to put the information about Yahweh seeing that his people’s strength is gone before the information about him having compassion on them, and put both of these before the information about him vindicating them. Alternate translation: [For Yahweh will see that gone is their hand, and there are none, kept back or let free. And he will have compassion on his servants and will vindicate his people]

The word translated as For at the beginning of the verse gives the reason why in verses 34–35 Yahweh described his vengeance. The second occurrence of For indicates that what follows is a reason for what came in the first part of the verse. Use connectors in your language that make these relationships clear. Alternate translation: [Yahweh does all this to vindicate his people and he has compassion on his servants because he will see that gone is their hand, and there are none, kept back or let free]
Note 3 topic: figures-of-speech / abstractnouns
וְעַל־עֲבָדָ֖יו יִתְנֶחָ֑ם
and,on servants_of,his have_compassion
If your language does not use an abstract noun for the idea of compassion, you could express the same idea in another way. Alternate translation: [and will act compassionately toward his servants]
Note 4 topic: figures-of-speech / metonymy
אָ֣זְלַת יָ֔ד
gone strength
Here, hand represents power and strength. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [their strength is gone] or [their power has failed]
Note 5 topic: figures-of-speech / merism
וְאֶ֖פֶס עָצ֥וּר וְעָזֽוּב
and,there_not bond and,[one_who_is]_freed
Moses is referring to all of Yahweh’s people by naming two extremes, those who are kept back (confined or imprisoned) and those who are let free (at liberty). If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [no one at all is left]
Note 6 topic: figures-of-speech / ellipsis
וְאֶ֖פֶס עָצ֥וּר
and,there_not bond
Moses is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [and there are none left, kept back] or [and there are none remaining, kept back]

⇔

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
