Isaiah uses the word but here to indicate a contrast between the bloodshed that has already occurred and the additional judgment that Yahweh will bring. In your translation, indicate this contrast in a way that is natural in your language. Alternate translation: [For the waters of Dimon are full of blood, and yet I will put additions on Dimon: a lion for the escape of Moab and for the remnant of the land.]

Here Isaiah is speaking on behalf of Yahweh, and so he uses the pronoun I. If it would be clearer in your language, you could translate this as Isaiah speaking about Yahweh, and you could use Yahweh’s name instead of that pronoun. The UST models one way to do this.
