Here Isaiah is speaking of Jerusalem as if it were the Valley of Vision. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [Jerusalem, the city of vision]

The word you is feminine singular in this verse, and the words “you” and “your” are feminine singular in verses 2, 3, and 7, because they refer to the city of Jerusalem, which is being personified as a woman.
