Isaiah is using the question form to express that hardly anyone will believe the message about the servant or recognize the power of Yahweh at work in him. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Hardly anyone will believe our report, and to hardly anyone will the arm of Yahweh be revealed!]

Some ancient manuscripts read “Who will believe.” The ULT follows that reading.
