מִ֥י הֶאֱמִ֖ין לִ⁠שְׁמֻעָתֵ֑⁠נוּ וּ⁠זְר֥וֹעַ יְהוָ֖ה עַל מִ֥י נִגְלָֽתָה

who? believed (to),report_of,our and,the_arm_of YHWH on/upon/above/on_account_of//he/it_went_in who? revealed

Isaiah is using the question form to express that hardly anyone will believe the message about the servant or recognize the power of Yahweh at work in him. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Hardly anyone will believe our report, and to hardly anyone will the arm of Yahweh be revealed!]

Some ancient manuscripts read “Who will believe.” The ULT follows that reading. Many other versions read “Who has believed.” If a translation of the Bible exists in your region, you may wish to use the reading that it uses. If a translation of the Bible does not exist in your region, you may wish to use the reading of the ULT.

Here, the arm of Yahweh represents “the power of Yahweh.” If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [and to whom will the power of Yahweh be revealed]

The expression be revealed is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [will Yahweh reveal his arm]
