and,it_will_go_forth shoot from,the_rootstock_of Yishay/(Jesse) and,a_shoot from,roots_of,his bear_fruit

These two phrases a shoot will come out from the stump of Jesse and a branch from his roots will bear fruit mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [A descendant of Jesse will rise up and accomplish great things]
