קִרְב֤וּ גוֹיִם֙ לִ⁠שְׁמֹ֔עַ וּ⁠לְאֻמִּ֖ים הַקְשִׁ֑יבוּ

draw_near nations to,hear and,O_peoples pay_attention

Isaiah is speaking to the nations and the peoples that he knows cannot hear him. He is doing this to communicate to the people listening to him that he feels very strongly about the judgment that Yahweh is about to bring on all the earth. If it would be helpful in your language, you could translate these words as if he were speaking directly to the people about the nations and the peoples. Alternate translation: [I am calling the nations to come near and hear, and the peoples to pay attention]
