ק֥וּמִי א֖וֹרִי

Here, and throughout most of this chapter, the word you is singular because Yahweh is addressing imperatives to the city Zion, which he speaks of as a single woman. So use the singular form in your translation if your language marks that distinction, and use the feminine form if your language marks that distinction.
