Isaiah is using the word Woe to express a strong feeling of warning and judgment. There may be an equivalent word or phrase in your language that you can use in your translation to convey this feeling. If not, you could say what Isaiah was feeling, or you could say what made him sorrowful. Alternate translation: [Judgment will come upon]

הַ⁠חֹֽקְקִ֖ים חִקְקֵי־אָ֑וֶן וּֽ⁠מְכַתְּבִ֥ים עָמָ֖ל כִּתֵּֽבוּ

[those,who]_decree decrees_of evil and,writers oppressive laws

These two phrases the ones decreeing decrees of iniquity and the writers, they write oppression mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [those who make unjust decrees, they write oppressive laws]

הַ⁠חֹֽקְקִ֖ים חִקְקֵי

[those,who]_decree decrees_of

Isaiah is repeating forms of the verb decree in order to intensify his expression of the idea that it conveys. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification. Alternate translation: [the ones who make such terrible decrees of]

If your language does not use an abstract noun for the idea of iniquity, you could express the same idea in another way. Alternate translation: [wicked things]
