Isaiah is using the word Woe to express a strong feeling of warning and judgment. There may be an equivalent word or phrase in your language that you can use in your translation to convey this feeling. If not, you could say what Isaiah was feeling, or you could say what made him sorrowful. Alternate translation: [Judgment will come upon]

הַ⁠חֹֽקְקִ֖ים חִקְקֵי־אָ֑וֶן וּֽ⁠מְכַתְּבִ֥ים עָמָ֖ל כִּתֵּֽבוּ

These two phrases the ones decreeing decrees of iniquity and the writers, they write oppression mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [those who make unjust decrees, they write oppressive laws]
