Isaiah is speaking of Moab as if it were a living thing that could wail. He means that the people of the nation of Moab wail. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [The people of Moab wail over harm done to the towns of Nebo and Medeba]

בְּ⁠כָל־רֹאשָׁ֣י⁠ו קָרְחָ֔ה כָּל־זָקָ֖ן גְּרוּעָֽה

in=all heads_of,its shaved all/each/any/every beard cut_off

Shaving the head and cutting off the beard were symbolic actions by which people showed that they were mourning. If it would be helpful to your readers, you could explain the significance of this action in the text of your translation or in a footnote. Alternate translation: [All of its people shave their heads and cut off their beards to show that they are mourning]

Isaiah says all of its heads as a generalization for emphasis. He means that very many of the Moabite men shaved their heads. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [very many of its heads]

The expression is cut off is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. If you need to say who does the action, the context indicates that it is the Moabites themselves. Alternate translation: [each man has cut off his beard]
