The command Hear is plural here because Yahweh is addressing all the people of Israel. If your language distinguishes singular and plural command forms, use a plural form here.

הַ⁠נִּקְרָאִים֙ בְּ⁠שֵׁ֣ם יִשְׂרָאֵ֔ל

The expression called is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [the ones whom people call by the name of Israel]

Here Yahweh is speaking of the ancestry of the people as if it were the waters of Judah from which they flowed. He means that they are descended from Judah. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [from the line of Judah]

Here, the name of Yahweh represents Yahweh’s authority. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [by the authority of Yahweh]
