Yahweh is speaking of my word as if it were a living thing that could go out, accomplish a task, and return to report. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [when I declare something, I will certainly accomplish it and will not fail to bring it about]

Here, my mouth represents Yahweh’s act of speaking. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [when I speak]

לֹֽא־יָשׁ֥וּב אֵלַ֖⁠י רֵיקָ֑ם

not return to=me empty

Yahweh is using it will not return to me empty as a common expression of the culture to mean that his word will not fail to accomplish its purpose. If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [it will not come back to me having accomplished nothing] or [it will not fail to accomplish what it was sent to do]

These two clauses mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words.
