The author is speaking as if the people had physically lifted their voices upward. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: [And … increased the volume of their voices and wept]

This expression conveys a single idea by using two words connected with and. The words lifted up their voices tell in what way the people wept. Alternate translation: [And … wept very loudly]
