TSNTyndale Study Notes:

9:1-27 Joshua once again failed to consult God (9:14; cp. 7:2-4), this time over an unexpected request. Other ancient Near Eastern accounts tell only of a leader’s triumphs; this author also recorded the shortcomings of Joshua and Israel’s elders. The real hero of the story is God, whose accomplishments the author wished to tell.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / rpronouns

אֲנַ֨חְנוּ֙ נִשְׁבַּ֣עְנוּ

we sworn

For emphasis, the leaders are stating a pronoun whose meaning is already present in the verb translated as sworn. If your language can state implied pronouns explicitly for emphasis, you may want to use that construction here in your translation. Other languages may have other ways of bringing out this emphasis. The ULT does so by using the intensive pronoun ourselves.

Note 2 topic: figures-of-speech / hyperbole

לֹ֥א נוּכַ֖ל לִנְגֹּ֥עַ בָּהֶֽם

not we_can (Some words not found in UHB: and=they_said all the,leaders to/towards all/each/any/every the,congregation we sworn to/for=them in/on/at/with,LORD god Yisrael and=now not we_can to,touch in/on/at/with,them )

In context such as this, the word translated as touch has the sense of “harm” or “kill.” In some languages, this may sound like an understatement for emphasis, and you could express the meaning that way. Alternate translation: “we cannot do the slightest thing to harm them”
