The phrase they were near to them and the phrase they were dwelling among them mean basically the same thing. The author says the same thing twice, in slightly different ways, to emphasize that the Gibeonites lived close to the Israelites. If saying the same thing twice might be confusing for your readers, you can combine the phrases into one and show the emphasis in a way that is natural in your language. Alternate translation: “that they heard that they really lived close to them!”
