Moses is using the question form for emphasis and rebuke. If a speaker of your language would not use the question form for that purpose, you could translate these questions as statements or as exclamations. Alternate translation: [You foolish and unwise people should not reward Yahweh this way! He is certainly your father, your shaper!]

עַ֥ם נָבָ֖ל וְ⁠לֹ֣א חָכָ֑ם

people foolish and=not wise

The terms foolish and without wisdom mean similar things. Moses is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [very foolish people]
