These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [riding majestically through the heavens to your help]

Moses is speaking of God as if he were riding the heavens and traveling on the clouds like a warrior riding a chariot to battle. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: [traveling through the sky to help you like a majestic warrior in his chariot]
