Moses is using a past tense form, dwelt, to refer to something that will happen in the future. He is doing this to show that the event will certainly happen. If it would be helpful in your language, you could use the future tense. Alternate translation: [And Israel will dwell in safety secure, the spring of Jacob]

Alternate translation: [And Israel dwelt in safety secure, and the spring of Jacob also dwelt in safety] or [And Israel dwelt in safety alone, the spring of Jacob dwelt secure]
