Here Moses is speaking of Yahweh in the third person as he loves but then shifts to speaking to Yahweh directly in the second person in your hand, your feet, and your words. The people are first referred to as they and in the last line as he. If it would be helpful in your language, you could use the third person for Yahweh and plural for the people throughout. Alternate translation: [he loves the peoples. All his sanctified are in his hand, and they will be tied to his feet, they will take from his words]
