Here Moses is referring to everything that exists in the universe by naming the parts that are at the extreme ends of it. Moses is referring to everything, living and non-living. Moses is repeating forms of the verb perish and destroy in order to intensify the ideas that they express. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the emphasis.
