The man of God is speaking to something that he knows cannot hear him, the Altar at Bethel. He is doing this to communicate to the people who can hear him that Yahweh feels very strongly about how they are disobeying him by worshiping at this altar. If it would be helpful in your language, you could translate these words as if the man of God were telling the people directly what Yahweh has to say about the altar.
