Asaph is speaking of the heavens as if they were a living thing that could declare God’s righteousness. This conveys two ideas. In the immediate context, the heavens witness that God has kept his part of the covenant. In the broader biblical context, as in [19:1](../019/001.md) and [97:6](../097/006.md), the characteristics of the heavens display the righteous character of God. If it would be helpful in your language, you could state the broader meaning plainly. Alternate translation: [The heavens display his righteousness]
