Asaph is speaking of the heavens as if they were a living thing that could declare God’s righteousness. This conveys two ideas. In the immediate context, the heavens witness that God has kept his part of the covenant. In the broader biblical context, as in [19:1](../019/001.md) and [97:6](../097/006.md), the characteristics of the heavens display the righteous character of God. If it would be helpful in your language, you could state the broader meaning plainly. Alternate translation: [The heavens display his righteousness]

If your language does not use an abstract noun for the idea of righteousness, you could express the same idea in another way. Alternate translation: [that he is righteous]

Asaph is stating the pronoun he separately, even though it could be omitted, in order to emphasize that the heavens declare that God is the supreme judge of everyone on earth. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation. If not, your language may have other ways of showing the emphasis here. Alternate translation: [that it is God who is judge]
