OET (OET-RV) But Yahweh told him, “Don’t look at his height or outward appearance, because I’ve rejected him. Because it isn’t what a person sees with their eyes, but Yahweh sees their motives and values.”

Yahweh is speaking about himself in the third person. Alternate translation: “For I, Yahweh, do not see … I, Yahweh, look”
Note 3 topic: figures-of-speech / metonymy
(Occurrence 0) on the heart
(Some words not found in UHB: and=he/it_said YHWH to/towards Shəmūʼēl not look to/towards appearance,his and=near/to height stature,his that/for/because/then/when rejected,him that/for/because/then/when not which/who he/it_will_see the=humankind that/for/because/then/when the=humankind he/it_will_see at_the,outward_appearance and,LORD he/it_will_see on_the,heart )
Here “heart” represents a person’s inner being.
16:1-23 David was Saul’s replacement. There are striking similarities between the two: Samuel anointed both. Neither was pursuing the position. Both were unlikely candidates (Saul was from the smallest tribe; David was the youngest son). Both were impressive in appearance (9:2; 16:12). And the Spirit came mightily on each when he was anointed king (10:10; 11:6; 16:13). The key difference was that David was “a man after [God’s] own heart” (13:14; cp. 16:7), while Saul was not.
OET (OET-LV) And_he/it_said YHWH to Shəmūʼēl do_not look to appearance_his and_near/to the_height stature_his if/because rejected_him if/because not [that]_which he_sees the_humankind if/because the_humankind he_sees at_the_outward_appearance and_LORD he_sees on_the_heart.
OET (OET-RV) But Yahweh told him, “Don’t look at his height or outward appearance, because I’ve rejected him. Because it isn’t what a person sees with their eyes, but Yahweh sees their motives and values.”
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
