OET (OET-RV) to satisfy the parched wasteland
⇔ and to cause fresh grass to shoot up?

uW Translation Notes:

Note 1 topic: figures-of-speech / personification

לְהַשְׂבִּ֣יעַ

to,satisfy

Yahweh is speaking of an arid region as if it were a living thing that was thirsty and that rain could satisfy. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: “to water”

Note 2 topic: figures-of-speech / doublet

שֹׁ֭אָה וּמְשֹׁאָ֑ה

waste and,wasteland

The terms waste and desolation mean similar things. Yahweh is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: “the arid desert”

TSN Tyndale Study Notes:

38:24-27 The east wind blows off the desert to scorch crops (Gen 41:6, 23, 27; Jer 4:11; Jon 4:8) and dry up seas (Exod 14:21; Isa 11:15). It is an arid contrast to the torrents of rain that cause flooding.
• Beneficial rain to satisfy the parched ground (Pss 104:10-11; 107:35; Isa 35:7; 58:11) stands in contrast to both scorching winds (Job 38:24) and flooding rains (38:25).
