Section 25:1–29:27: This is Hezekiah’s collection of Solomon’s proverbs

This section is the second collection of Solomon’s proverbs. These proverbs were organized and copied by men who served King Hezekiah. Most scholars divide this section into two groups. These groups differ in several ways.

The first group (chapters 25–27) has many more comparisons and admonitions. In Hebrew, most of these comparisons are metaphors in which one or more illustrations precede the topic. Some English versions change the order so that the topic precedes the illustration(s). You should follow the order that expresses the meaning naturally and effectively in your language.

In the first group, many proverbs are one verse long. As with the individual proverbs in the main collection of Solomon’s proverbs (Section 10:1–22:16), they are not related to the proverbs around them. Other proverbs in this group are two or more verses long. Still others are one-verse proverbs that are closely related in theme. Proverbs in all three categories will be marked as separate paragraphs.

The second group (chapters 28–29) has more contrastive proverbs. The proverbs in this group are each one verse long. They will not be marked as separate paragraphs.

This proverb contrasts evil people with people who worship and follow the LORD. People in the first group do not understand what justice involves. People in the second group completely understand about justice.

Evil men do not understand justice,

do not understand: In Hebrew, the verb understand also means “to recognize, distinguish.” Evil people do not understand what justice means or what it involves. They do not distinguish justice from injustice.NIDOTTE (H1067), Cohen (p. 186), Waltke (p. 410). See the note on 24:12b, where the same verb is used and the BSB translates it as “consider.”

justice: In Hebrew, this word has a wide range of meaning. Here it refers not only to legal decisions in human courts but also to the LORD’s punishment of evildoers.NIDOTTE (H5477), TWOT (#2443c). It includes any action that is right, fair, or deserved, such as caring for poor people and defending their rights.Waltke (p. 410), Fox (p. 821). See the note on “justice” at 1:3b.

Some ways to translate the clause “Evil men do not understand justice” are:

The wicked do not know what justice means (NJB)

Evildoers do not understand what is right (NIV11)

those who seek the LORD: In Hebrew, this phrase refers to people who focus their thoughts on the LORD. They try to worship and serve him.Hubbard (p. 441). This phrase does not refer to looking for something that cannot be found.Waltke (p. 410).

those who worship the Lord (GNT)

comprehend fully: In Hebrew, this phrase is literally “understand everything.” In the context of the parallel phrase “do not understand justice,” it means “understand everything about justice.” Some other ways to translate this phrase are:
