This section is the second collection of Solomon’s proverbs. These proverbs were organized and copied by men who served King Hezekiah. Most scholars divide this section into two groups. These groups differ in several ways.
The first group (chapters 25–27) has many more comparisons and admonitions. In Hebrew, most of these comparisons are metaphors in which one or more illustrations precede the topic. Some English versions change the order so that the topic precedes the illustration(s). You should follow the order that expresses the meaning naturally and effectively in your language.
In the first group, many proverbs are one verse long. As with the individual proverbs in the main collection of Solomon’s proverbs (Section 10:1–22:16), they are not related to the proverbs around them. Other proverbs in this group are two or more verses long. Still others are one-verse proverbs that are closely related in theme. Proverbs in all three categories will be marked as separate paragraphs.
The second group (chapters 28–29) has more contrastive proverbs. The proverbs in this group are each one verse long. They will not be marked as separate paragraphs.

The first line of this proverb describes a person who becomes wealthy by charging unfair interest rates on loans. The second line describes the result of the first line. It is implied by the second line that these loans are made to poor people. The result is that his wealth will eventually belong to someone who is kind to the poor.
He who increases his wealth by interest and usury

He who increases his wealth by interest and usury: In Hebrew, the phrase by interest and usury refers to unfair lending practices such as charging excessive interest rates and withholding a portion of the loan rather than giving the full amount to the borrower. Some ways to translate this line are:
Use different phrases for interest and usury. For example:
Whoever becomes wealthy through unfair loans and interest (GW)
If you do not give a borrower the entire amount that he borrowed and you charge him high interest as well, you may become rich
Use one phrase. For example:

because you make people pay back more than they borrowed

lays it up for one who is kind to the poor: This line means that the wealth that the rich person has gained will end up in possession of a person who shows compassion and kindness to the poor. The verse does not specify how the rich person’s wealth will be lost and given to someone else. It could happen when the rich person dies or through legal or other means. Some other ways to translate this line are:
gathers it for another who is kind to the poor (NRSV)
but their wealth will be given to those who are kind to the poor (NCV)
you will lose it all to someone who cares for the poor (CEV)

One who increases, his, and one who shows favor refer to types of people in general, not specific people. If it would be helpful in your language, you could use more natural expressions. Alternate translation: “Any person who increases that person’s own wealth … for any person who shows favor”

The two words interest and usury express a single idea. The word usury indicates that this person is charging an unreasonably large amount of interest to those who borrow money from him. If it would be more natural in your language, you could express this meaning in a different way. Alternate translation: “by charging extra money to borrow”

Here Solomon implies that the One who increases his wealth unknowingly gathers his wealth for someone else. If it would be helpful in your language, you could state this explicitly. Alternate translation: “unknowingly gathers it”
