TSNTyndale Study Notes:

10:12-13 fear the Lord your God: The fear of God is not terror from dread of his wrath. Rather, God wanted his people to recognize their finiteness and unworthiness in his divine presence (see study notes on 7:21 and Prov 1:7).

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / rquestion

(Some words not found in UHB: to=guard/protect DOM commandments YHWH and=DOM statutes,his which/who I commanding,you the=day for,good to/for=you(fs) )

Moses is using the question form to teach the people of Israel what Yahweh wants them to do. If you would not use the question form for this purpose in your language, you could translate this as a statement or an exclamation, as modeled by the UST.
