MSG(1-11)And now, finally, God answered Job from the eye of a violent storm. He said:
“Why do you confuse the issue?
Why do you talk without knowing what you’re talking about?
Pull yourself together, Job!
Up on your feet! Stand tall!
I have some questions for you,
and I want some straight answers.
Where were you when I created the earth?
Tell me, since you know so much!
Who decided on its size? Certainly you’ll know that!
Who came up with the blueprints and measurements?
How was its foundation poured,
  and who set the cornerstone,
While the morning stars sang in chorus
and all the angels shouted praise?
And who took charge of the ocean
when it gushed forth like a baby from the womb?
That was me! I wrapped it in soft clouds,
and tucked it in safely at night.
Then I made a playpen for it,
a strong playpen so it couldn’t run loose,
And said, ‘Stay here, this is your place.
Your wild tantrums are confined to this place.’

TSNTyndale Study Notes:

38:2 questions my wisdom: God’s accusation sounds like a charge made by Eliphaz (15:2) and Elihu (34:35; 35:16) to which Job eventually admitted guilt (42:3).

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / rquestion

מִ֤י זֶ֨ה ׀ מַחְשִׁ֖יךְ עֵצָ֥ה בְמִלִּ֗ין בְּֽלִי־דָֽעַת

who? this darkens counsel in/on/at/with,words without knowledge

Yahweh is using the question form for emphasis as he begins his reply to Job. If you would not use the question form for that purpose in your language, you could translate this as a statement or as an exclamation. Alternate translation: “You have been darkening counsel by words without knowledge!”

Note 2 topic: figures-of-speech / metaphor

מַחְשִׁ֖יךְ עֵצָ֥ה

darkens counsel

Yahweh is speaking as if Job had literally been making counsel (that is, proper understanding) darker. He means that Job has been making the truth harder to understand. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: “obscuring proper understanding”

Note 3 topic: figures-of-speech / metonymy

בְמִלִּ֗ין

in/on/at/with,words

Yahweh is using the term words to mean what Job has been saying by using words. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: “by speaking”

Note 4 topic: figures-of-speech / abstractnouns

בְּֽלִי־דָֽעַת

without knowledge

If your language does not use an abstract noun for the idea of knowledge, you could express the same idea in another way. Alternate translation: “without knowing what he is talking about”
