Eliphaz is speaking as if God literally injures and wounds people and then gives them medical treatment. He means that God uses setbacks and sufferings (which could include physical ailments) to correct people. If it would be clearer in your language, you could state the meaning plainly. For emphasis, Eliphaz is stating the pronoun he, whose meaning is already present in the word translated injures. If your language can state implied pronouns explicitly for emphasis, you may want to use that construction here in your translation. Other languages may have other ways of bringing out this emphasis. Alternate translation: “truly he injures”
