Isaiah is using a construction in which a verb and its object come from the same root. You may be able to use the same construction in your language to express the meaning here. See the UST. Alternatively, your language may have another way of saying this.

אֲרַיָּ֨וֶ⁠ךְ֙ דִּמְעָתִ֔⁠י חֶשְׁבּ֖וֹן וְ⁠אֶלְעָלֵ֑ה

Isaiah is speaking to the cities of Heshbon and Elealeh that he knows cannot hear him. He is doing this to communicate to the people listening to him that he feels very strongly about the devastation of Moab. If it would be helpful in your language, you could translate these words as if he were speaking directly to the people about Heshbon and Elealeh. Alternate translation: [I will shed many tears for Heshbon and Elealeh]

Isaiah says I will drench you with my tears as an extreme statement for emphasis. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [I will weep many tears for you]

shout fallen

Isaiah is speaking of shouting as if it were a living thing that could fall. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [the shouting has stopped]
