וְ⁠הָיָ֣ה הַ⁠נִּשְׁאָ֣ר בְּ⁠צִיּ֗וֹן וְ⁠הַ⁠נּוֹתָר֙ בִּ⁠יר֣וּשָׁלִַ֔ם קָד֖וֹשׁ יֵאָ֣מֶר ל֑⁠וֹ כָּל־הַ⁠כָּת֥וּב לַ⁠חַיִּ֖ים בִּ⁠ירוּשָׁלִָֽם

and=it_was the_[one,who]_remains in,Zion and,the_[one,who_is]_left in,Jerusalem holy called to=him/it all/each/any/every (the)_[one,who_is]_recorded for,life in,Jerusalem

These two phrases the one remained in Zion and the one left in Jerusalem and everyone written for life in Jerusalem mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [And it will be, everyone written for life in Jerusalem and remaining in Zion will be called “Holy,”]

Isaiah is using the word translated as And it will be to introduce a new event in the story. Use a word, phrase, or other method in your language that is natural for introducing a new event.

The expression the one left in Jerusalem is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [and the one whom God left in Jerusalem]

The pronoun him refers to each person who has remained in Zion and been left in Jerusalem. It may be helpful to clarify this for your readers. Alternate translation: [each one of them]

Isaiah is speaking as if God’s decision about who would be written for life in Jerusalem were something written in a book. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [everyone whose name God has recorded in his book so that they will live in Jerusalem]
