TSNTyndale Study Notes:

4:3 To be holy was the requirement for citizenship in Zion, where God dwells in his glorious majesty (see 6:3; Heb 12:14).
• The remnant would have their names recorded among the living in the Book of Life (Exod 32:32; Dan 12:1; Mal 3:16; Rev 3:5; 20:12).

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / parallelism

(Occurrence 0) the one who is left in Zion and the one who remains in Jerusalem

(Some words not found in UHB: and=it_was the,left in/on/at/with,Zion and,the,remains in/on/at/with,Jerusalem holy called to=him/it all/each/any/every the,recorded for_the,life in/on/at/with,Jerusalem )

Both of these statements mean the same thing. Here “the one who” does not refer to a specific person but to people in general who are still alive in Jerusalem. Alternate translation: “everyone who remains in Jerusalem” (See also: figs-genericnoun)

Note 2 topic: figures-of-speech / activepassive

(Occurrence 0) will be called holy

(Some words not found in UHB: and=it_was the,left in/on/at/with,Zion and,the,remains in/on/at/with,Jerusalem holy called to=him/it all/each/any/every the,recorded for_the,life in/on/at/with,Jerusalem )

If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. Alternate translation: “the Lord will call them holy” or “will belong to the Lord”

Note 3 topic: figures-of-speech / activepassive

(Occurrence 0) everyone who is written down as living in Jerusalem

(Some words not found in UHB: and=it_was the,left in/on/at/with,Zion and,the,remains in/on/at/with,Jerusalem holy called to=him/it all/each/any/every the,recorded for_the,life in/on/at/with,Jerusalem )

If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. Alternate translation: “everyone whose name is on the list of the people who live in Jerusalem”
