Isaiah is using the question form to assert that no one is able to condemn him, since Yahweh helps him. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [No one is able to condemn me.]

כֻּלָּ⁠ם֙ כַּ⁠בֶּ֣גֶד יִבְל֔וּ

The point of this comparison is that just as a garment wears out and falls apart over time, so will Isaiah’s accusers eventually perish. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [all of them will perish, just as a garment wears out]
