11:11 At the end of the negotiations, Jephthah was sworn in as both ruler and commander.
• This Mizpah (“watchtower”) was a shrine east of the Jordan in Gilead, which was Jephthah’s home (10:17; 11:29, 34); it should not be confused with Mizpah in Benjamin, the place near Bethel where the tribes later assembled and swore oaths for the final battle of Judges (20:1; 21:1).
• The ceremony at Mizpah in the presence of the Lord appears to have been the making of a suzerain-vassal covenant, in which a ruler (the suzerain) promises to protect and defend a vassal people in exchange for authority over them (see study note on Exod 20:1–23:33; see also Deuteronomy Book Introduction, “Literary Form”).

It may be that Jephthah reaffirmed the commitments that he and the elders had made to each other before he formally became the head and commander of the people. In your translation, you may wish to relate these events in that order. Alternate translation: [And after Jephthah spoke all of his words to the face of Yahweh at Mizpah, the people set him over them as head and as commander]
Note 2 topic: figures-of-speech / metaphor
לְרֹ֣אשׁ וּלְקָצִ֑ין
as,head and,as,commander
See how you translated the word head in [11:8–9](../11/08.md). Alternate translation: [not only as their military commander but also as their ruler]
Note 3 topic: figures-of-speech / metonymy
אֶת־כָּל־דְּבָרָ֛יו
DOM all/each/any/every words_of,his
The author is using the term words to represent something that Jephthah said by using words. It seems that he repeated at Mizpah the same thing he said to the elders in [11:9](../11/09.md). Alternate translation: [the same thing he had said to the elders]
Note 4 topic: figures-of-speech / metonymy
לִפְנֵ֥י יְהוָ֖ה
to=(the)_face_of/in_front_of/before YHWH
Here the word face represents the presence of a person, by association with the way people can see the face of someone who is present. This is probably a reference to a solemn assembly of the people, where it was understood that Yahweh would be present. Alternate translation: [in a solemn assembly of the people, where Yahweh was present]
