Jesus is using the question form to show that God will definitely give good things to people who ask for them. Alternate translation: [your Father in the heavens will much more give good to the ones asking him.] or [much more will your Father in the heavens give good things to the ones asking him!]

This is a figurative expression. God is not the Father of humans in the same actual way that he is the Father of Jesus.
