OET (OET-LV)And_near/to the_elders he_said remain to/for_us in/on/at/with_here until that we_will_return to_you_all and_see/lo/see ʼAhₐron and_Ḩūr with_you_all whoever [is]_a_master of_matters he_will_draw_near to_them.

OET (OET-RV)He had already told the elders, “Wait for us down here in this place until we return here to you all. And see, Aharon and Hur are with you—any leader judging matters requiring more wisdom can approach them for help.”

uW Translation Notes:

Note 1 topic: grammar-connect-time-sequential

וְאֶל־הַזְּקֵנִ֤ים אָמַר֙

and=near/to the,elders he/it_had_said

The structure of the Hebrew indicates but does not require that this speech by Moses happened before 24:13 (hence had said). The ULT takes this view, however, for languages where it is hard to express events out of order, the UST reflects the other grammatical possibility and says in 24:13 that Moses started up the mountain and in 24:15 that he went the rest of the way up the mountain. Following this, you can view this verse as if Moses paused and gave these final instructions as he was leaving the elders behind, thus keeping a sequential structure. Either approach is permissible by the text, but the approach of the ULT is preferred, if possible.

לָ֣נוּ

to/for=us

Alternate translation: “Joshua and me”

Note 2 topic: translate-names

וְחוּר֙

and,Hur

Hur is a man’s name. See how you translated this name in Exodus 17:10.

וְהִנֵּ֨ה

and=see/lo/see!

Behold is used to draw attention to important information that Moses is about to tell them. It is frequently omitted. If your language uses a statement to draw attention to important information, you should consider using it here. Alternate translation: “Remember”

Note 3 topic: figures-of-speech / idiom

מִי־בַ֥עַל דְּבָרִ֖ים

who? has dispute

This is an idiom that means that someone has a legal dispute or complaint. If it would be helpful in your language, you could use an equivalent idiom or use plain language. Alternate translation: “Whoever has a legal claim” or “Anyone with a law case”

TSN Tyndale Study Notes:

24:1-18 Israel agreed to the terms of the covenant (24:3), which was then ratified in several ceremonial activities. This included the formal writing and reading of the covenant (24:4, 7), the splattering of blood (24:6), a covenant meal (24:11), and the appearing of the glory of the Lord on the mountain (24:15-18).
