The expression who will be left is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [who remain]

The point of this comparison is that just as Yahweh provided a way for Israel when they came up from the land of Egypt, so he will provide a highway for the remnant of his people returning from Assyria. The pronoun his in his people refers to the Lord, while the pronoun his in his coming up refers to Israel. It may be helpful to clarify this for your readers. Alternate translation: [And there will be a highway from Assyria for the remnant of Yahweh’s people who will be left, as there was for Israel in the day of Israel’s coming up from the land of Egypt]
