Isaiah is using his eyes to represent the whole person in the act of looking to God. If it would be helpful in your language, you could use an equivalent expression from your culture or state the meaning plainly. Alternate translation: [and they will look to the Holy One of Israel]

קְד֥וֹשׁ יִשְׂרָאֵ֖ל

holy_of Yisrael

Isaiah is not using this possessive form of Israel to indicate that the people of Israel possess or control Yahweh. Rather Isaiah is using these words to indicate that Yahweh is the God whom the Israelites worship. Alternate translation: [the holy God whom the people of Israel worship]
