Isaiah is using the phrase Woe to the multitude of many peoples to express a strong feeling of warning and judgment against the nations. There may be an equivalent word or phrase in your language that you can use in your translation to convey this feeling. Alternate translation: [How terrible it will be for the multitude of many peoples]

The point of this comparison is that just as the seas are loud and powerful when they rage, so the many peoples are loud and overwhelming when they rage in attack. If it would be helpful in your language, you could make this point explicitly.
