Alternatively, your language may have another way of saying this. Alternate translation: [The Arabah will blossom beautifully]

Isaiah is speaking of the land as if it were a living thing that could be glad and sing for joy. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [and the Arabah will cause great gladness and singing]
