אָ֥ז תִּפָּקַ֖חְנָה עֵינֵ֣י עִוְרִ֑ים וְ⁠אָזְנֵ֥י חֵרְשִׁ֖ים תִּפָּתַֽחְנָה

then opened both_eyes_of blind and_[the],ears_of deaf unstopped

For poetic purposes, Isaiah is using two different words that have basically the same meaning. The ULT translates each one as opened because English does not have two different words that it can use in this context. But if your language does, it would be appropriate to use them here. Alternate translation: [Then the eyes of the blind will be made to see,and the ears of the deaf will be made to hear]

The expression will be opened is a passive verbal form. If it would be unnatural to use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [Yahweh will open the eyes of the blind]

Isaiah is using the adjective blind as a noun to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [people who are blind] [people who cannot see]
