הֲ⁠כָ⁠זֶ֗ה יִֽהְיֶה֙ צ֣וֹם אֶבְחָרֵ֔⁠הוּ י֛וֹם עַנּ֥וֹת אָדָ֖ם נַפְשׁ֑⁠וֹ הֲ⁠לָ⁠כֹ֨ף כְּ⁠אַגְמֹ֜ן רֹאשׁ֗⁠וֹ וְ⁠שַׂ֤ק וָ⁠אֵ֨פֶר֙ יַצִּ֔יעַ

Yahweh is using the question form to show that the outward fasting he describes is not the kind of fasting he desires. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [The fast I choose is certainly not a day like this, a day in which a man outwardly models that he is humbling his soul by bowing his head like a reed and spreading sackcloth and ashes!]

Yahweh is not referring to a specific man. He means people in general. If it would be helpful to your readers, you could use an expression that would be more natural in your language. Alternate translation: [people humbling their souls]

The point of this comparison is that just as a reed bends down low, so does a person bow his head in an outward show of humility. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [to bow his head low in humility, just as a reed bends down low]

and,sackcloth and,ash[es] lie_in

Spreading out sackcloth and ashes to lie on was a symbolic action by which a person showed mourning or repentance. If it would be helpful to your readers, you could explain the significance of this action in the text of your translation or in a footnote. Alternate translation: [and to lie down on sackcloth and ashes to show his remorse]

The word you is singular in verses 5-14 because Yahweh is addressing the Israelites as individuals who are each responsible for their own actions, so use the singular form in your translation if your language marks that distinction.

If your language does not use an abstract noun for the idea of acceptance, you could express the same idea in another way. Alternate translation: [and a day when Yahweh accepts people]
