uW Translation Notes:

Note 1 topic: figures-of-speech / metaphor

עַל חוֹמֹתַ֣יִךְ יְרוּשָׁלִַ֗ם הִפְקַ֨דְתִּי֙ שֹֽׁמְרִ֔ים

on/upon/above/on_account_of//he/it_went_in walls_of,your (Some words not found in UHB: on/upon/above/on_account_of//he/it_went_in walls_of,your Yerushalayim appointed watchmen all/each/any/every the=day and=all the=night always not silent O,[you(pl)_who]_cause_to_remember DOM YHWH not rest [belong]_to,you(pl) )

Isaiah is speaking of the people whom Yahweh has appointed to pray persistently for Jerusalem as if they were watchmen on your walls. Just as watchmen keep guard over a city day and night, these intercessors continually remind Yahweh of his promises. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [people to intercede for you continually]

Note 2 topic: figures-of-speech / merism

כָּל הַיּ֧וֹם וְכָל הַלַּ֛יְלָה

all/each/any/every the=day and=all the=night

Isaiah is referring to all of time by naming its two extremes, All of the day and all of the night. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [At every hour]

Note 3 topic: figures-of-speech / doublet

כָּל־הַיּ֧וֹם וְכָל־הַלַּ֛יְלָה תָּמִ֖יד

(Some words not found in UHB: on/upon/above/on_account_of//he/it_went_in walls_of,your Yerushalayim appointed watchmen all/each/any/every the=day and=all the=night always not silent O,[you(pl)_who]_cause_to_remember DOM YHWH not rest [belong]_to,you(pl) )

The terms all of the day and all of the night and continually mean similar things. Isaiah is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [at every moment, without stopping]

Note 4 topic: figures-of-speech / litotes

לֹ֣א יֶחֱשׁ֑וּ

not silent

Isaiah is emphasizing a positive meaning by using a negative word, not, together with a mild expression, silent, that is the opposite of the intended meaning. If it would be helpful in your language, you could emphasize the positive meaning in a strong way. Alternate translation: [they will speak out continually]
