TSNTyndale Study Notes:

23:17 This water . . . these men: When David poured the hard-won water on the ground, it did not signal ingratitude. Rather, he regarded the water as equivalent to the warriors’ blood; it represented life that only God was worthy to receive (Lev 17:10-13; Deut 12:23-24).

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / rquestion

(Occurrence 0) Should I drink the blood of men who have risked their lives?

(Some words not found in UHB: and=he/it_said forbid, to/for=me YHWH before,do,I this(f) ?,blood the,men the,went in/on/at/with,lives,their and=not would to,drink,it these they_had_acquired three the=powerful/mighty(pl) )

David compares the water to blood because the men risked their lives to bring the water to him. He uses a question to emphasize this. If it would be helpful in your language, you could express this question as a statement. Alternate translation: “Drinking this water would be like drinking the blood of those men who have risked their lives to bring it to me.” (See also: figs-metaphor)
